Introduction
The HBF recognises that environmental problems affect citizens’ health, their livelihoods and contribute to poverty.

The foundation is therefore concerned about the region’s uneven access to resources such as water and energy. These resources are to a large extent utilised by a small minority in a manner that is not sustainable.

Unfortunately these issues have not been centrally placed on the political agenda and seldom form the topic of public debate. Even if legislative measures and policies exist, satisfactory implementation and monitoring are not achieved.

The foundation’s aims are:

  • That ordinary citizens and affected groups are not excluded from public debates
  • For knowledge about the environment and its relationship to human well-being to be increased
  • That policies and programmes are not biased towards the few groups that have access to the participatory processes
  • For ineffective management and inadequate environmental laws and regulations to be addressed.
